"That" in this case follows the previous sentence and is actually a continuation of that sentence. So the full sentence should be "it well may be that we will never meet again." It just sounds like two different sentences here because they are singing a slow song and the lyrics are spaced out. When used as a clause in this context, the word "that" does not usually come at the beginning of a sentence, however, it can. If you put "that" at the beginning of a sentence, it makes the sentence sound more formal and poetic. Here's a few examples: Ex: I forgot to call you yesterday and that is my fault.
