Is it okay to say "noted" in a casual conversation? Because I've seen using "noted (understood)" out of business context could be rude.

"Noted" is primarily used in casual conversation. It's an informal way of indicating agreement or that something has been understood. It may be considered rude to say this very formal business contexts. Ex: A: Don't close the door on your way out. B: Noted. Ex: You want pasta for dinner? Noted.
