Should I answer starting with "I say," if I'm asked with a question starting "what do you say"? Can't I just say "I am there!"

You are correct. There is no need to respond with, "I say" in response to "what do you say." It is a personal choice and can be omitted. Both "I say, I am there!" and "I am there" are sufficient responses.
