"Over" is being used because of the idea that something is continuous. "Over a week" means that something happens every day that week. Whereas, "during the week" would mean something happening at some point within the week but not every day. Ex: The exhibit will take place over the summer holiday. Ex: The exhibit will take place during the summer holiday.
