"All the years" means the amount of years that have past by; during the whole stated period of time. The lady in charge of the orphanage tells Dumbledore that throughout her time at the orphanage and since Tom has come to the orphanage, he has had no visitors. Here are a couple of examples: Ex: In all the years that I have been in school, I have never had a test as horrible as this. Ex: I have never seen him cry in all the years that I have known him.
