"Kingly" means noble, high-up, as or like a king or ruler; regal. In this video, Ted is using "kingly" in a sarcastic way because D.K. is popular and one of the best video game racers in the school. Ted told D.K. that he almost defeated him and calling him "kingly" is almost like a way of mocking D.K.
