Does the word "channel" refers to a diplomatic channel? Or a technical frequency?

Good guess! It's actually neither of those. The "English Channel" is referring to the narrow part of the Atlantic Ocean that separates the island of Britain from northern France, and joins the North Sea to the Atlantic Ocean. It is sometimes called the "Channel" and is a very busy international shipping route.
