As a noun "skulk" is actually used to refer to a group or pack of foxes. The verb "skulk" means to hide or move around as if trying not to be seen, usually it is used to mean that the person has bad intentions. Probably coming from the idea that foxes are sly and sneaky. In this clip the two characters who are trying to buy the popsicle are both foxes. This word was probably chosen both to give the idea that the elephant thinks they are trying to do something wrong, that they have bad intentions and as way to emphasize that they are being judged/stereotyped for being foxes. Ex: The thief was caught skulking in the shadows. Ex: The panther skulked through the bushes. Ex: There is a skulk of foxes in the forest.
