"You're under arrest" is (in English-speaking countries) an expression spoken when an officer is in the process of taking someone into custody for breaking the law. In the case of this video, the officer tells the man he is "under arrest" (in legal custody) for committing a crime. You can use "arrest" as the verb form of this expression. Ex: I saw a police officer arresting a man for speeding. Ex: You're under arrest! Do not resist.
