No. Los Angeles isn't usually cloudy. When he says "sunny Los Angeles" he is describing the city as being a very sunny place. Most people describe Los Angeles as sunny because the sun is shining pretty much all of the time there. This isn't the only city that is described by the weather. For example, Chicago is called the "Windy City" because there is a lot of wind most of the time in that city.
