"With" here is being used to mean possessing something. So the narrator is saying that countries which possess/have low-income taxes have stronger growth. The use of "in" here would be grammatically incorrect as income tax is neither a place you can be in or a period of time. The use of "of" would also be grammatically incorrect. Using "of" gives the feeling that the country is a result or product of low-income taxes, which is not the case. They are saying that the country has low-income taxes, meaning it is in possession of that. Because of that "with" is the correct preposition to use. Ex: I want my coffee with cream, please. Ex: Does this jacket come with a matching belt? Ex: The one with the floral print is my favourite.
