"Make something up to somebody" refers to doing something for someone to compensate for a loss or suffering they experienced. The loss or suffering they experienced may have been your fault, or not. Ex: Since we weren't able to get ice cream yesterday, let's get cake today to make it up to you. Ex: I'll take you out to lunch to make up for not seeing you for a long time.
