While "wheels" can refer to a car, here, "wheels" refers to any vehicle that has "wheels" on it. He says he needs "wheels" because he is too tired to walk back to his house, so riding on something with wheels would make it easier for him to get home. Therefore, he rides on his child's scooter that has wheels to get home.
