Can I say "Maybe they don’t do it" instead of "They may not do it"?

Yes! I believe you can replace "they may not do it" with your suggestion! Your suggestion is perfectly fine to use and essentially means the same thing. Ex: She may not understand this now, but she will when she gets older. Ex: Maybe she doesn't understand this now, but she will when she gets older. Ex: I may not have the answer you want, but I can find out. Ex: Maybe I don't have the answer you want, but I can find out.
