What does "I decided I wanted to ~" mean? It seems quite enough to just say "I decided to ~".

These two phrases are slightly different in meaning. Saying "I decided to" is a set choice; you are actively pursuing it. Saying "I decided I wanted to" means that you desire to do something but it doesn't necessarily mean that you are pursuing that goal or desire currently. When he says that he decided he wanted to study Japanese, it means that he desired to study Japanese, but had not started studying it; he waited to study Japanese until he was in college. Ex: I decided to go to France for the summer. Ex: I decided that I wanted to go to France for the summer. Ex: She decided to start a business online. Ex: She decided that she wanted to start a business online.
