Can I replace "retaliation against" with "retaliation to"?

"Retaliation" is used in connection with "towards." You cannot say "retaliation to [someone/something]" as it is grammatically incorrect. Ex: The man retaliated against his former wife. Ex: She retaliated against the company for stealing trade secrets.
