Why does he say "in federal funding", not "from federal funding"?

Actually, both "in" and "from" can be used in connection with "federal funding." The speaker has probably chosen to use "in" as "in federal funding" is the most commonly used expression, whereas "from federal funds" is more common when using the word "from." However, both "in" and "from" are fine. Ex: They received $1 million in federal funding. Ex: They received $1 million from federal funds.
