Can I also say "pity to someone" instead of "pity on someone"?

Unfortunately, to "take pity on someone" or "pity someone" are the only ways to use this expression. "Pity to someone" is grammatically incorrect. Ex: The manager took pity on the worker and let him go home early. Ex: I pity the stray dog that wanders around my neighborhood. He doesn't have a family.
