Excellent question. "Boring" is an –ing adjective that describes a thing or person that causes this feeling. "Bored" is an –ed adjective that describes the person that feels the effect of this feeling. "Bored" can only be used to describe how a person feels. If you say "I am bored", this is correct. Here you are expressing your feelings of being uninterested and uninspired. If you say "I am boring", this is incorrect (I hope). It means your personal qualities are boring to other people. Ex: Jonathan was incredibly bored at the wedding and left early. Ex: All the students are bored because the subject is boring. Ex: She was so bored that she fell asleep. Ex: The movie was so boring that she fell asleep.
