Technically, both "on foot" and "by foot" have the same meaning and are both correct. However, "by" is usually used to refer to methods of transportation (such as by car, train, or plane) whereas "on foot" is used to mean movement by walking. Ex. The park is ten minutes away on foot. Ex. The park is ten minutes away by car.
