Does the meaning change if I use "establish", "make" and "set" instead of "set up"?

The meaning would not change much if you replaced "set up" with one of these synonyms, however, there would be a slight difference in nuance. For instance, the word "establish" sounds a little more formal than any of these other words. To "set" would also give a difference in nuance because it would not imply that he physically built it up like "set up" would. "Make" would also sound a little bit unnatural to use in this context. So the best phrase to use here is "set up".
