When can I use "no wonder ~"?

"No wonder" is a casual expression meaning something like "it's no surprise/it's not a surprise." It's often used to show that you are not surprised by the situation. The speaker has used this expression to express that he finally understands why the scuba diver costume said "do not wear in water." Ex: No wonder you brought an umbrella. It's raining today! Ex: No wonder you dumped him. He's a jerk!
