Is there any difference between "nice haircut" and just "nice hair"?

Yes there is! A "haircut" means that someone went to a beautician or barber to make their hair shorter. If someone says "nice haircut" to you, he is saying that he likes how your hair looks after making it shorter. "Nice hair" just means that he thinks that your hair looks nice, even if you didn't change anything about it.
