What does "He gets the other one all riled up" mean? Could you explain please.

To get someone "(all) riled up" means to make someone upset or angry. Rachel has used this expression to say that one duck gets the other one very angry or upset. Ex: My parents aren't speaking to each other right now. They got each other all riled up this morning. Ex: One of my classmates always riles up the teacher. I think he does it on purpose.
