"According to plan" is a commonly used expression that means "as planned," "as expected," or "the way it's supposed to." Thus, when someone asks if everything is going according to plan, they are asking if things are going smoothly. "According to" is a phrase which means "as stated by/in." It's used when you want to quote or refer to somebody or something that has spoken about the topic. Ex: According to my boss, our deadline is next week.
