To "finish out" simply means to finish something, but it is only used in certain contexts, with certain tasks. If I begin a meal, I would never talk about "finishing out" the food I'm eating, but if I were completing military duty, I may refer to "finishing out" my service. The idea is that, if I am doing certain tasks, I think of myself as "inside" the task until I complete it. Usually, we use this for tasks or situations that mark a lifestyle change, like studying at university, doing a particular job, the military or, as in this clip, an emotional experience that is different from our everyday life. Ex: I can't wait to finish out the semester. Ex: Once I finish out this contract I will have to find a new job.
