When can I use the expression "on the loose"?

"On the loose" is an informal expression used to describe something or something that has escaped from confinement, usually a dangerous person or animal. In this video, the speaker has used this expression to state that a ghost has escaped and is unaccounted for. Ex: The criminal was on the loose. Ex: The media attention placed a lot of pressure on the police to quickly catch the two murderers on the loose.
