Good question. Usually, if the wink is genuine, you would not also say wink at the same time. However, there are times when people say "wink" as they wink, like in this video. When this happens it is said to show someone that what you are saying is a joke or a secret. Here he is trying to be funny or cute so that she will not catch him. Ex: That's just between us, wink. Ex: A. Let's eat all the cake, wink. B. Really? A. No, I'm just joking.
