"So hard" is slang for "extremely" or "uncontrollable." When Chloe says "Wow, my accent is coming back so hard right now," she means that her southern accent is coming back without her able to control it. It's a term that isn't used all that much. Here are some more examples: Ex: Wow, my headache is hitting me so hard right now! Ex: My craving for ice cream is so hard right now!
