Unfortunately no. A blizzard is a severe snowstorm that produces low visibility, freezing temperatures, and powerful winds. "Bitter cold" is a description of extremely cold temperatures. A good replacement for "bitter" would be "freezing," "frigid," or "bone-chilling." Ex: It's freezing out there! We can't go outside today. Ex: The frigid cold prevented my car from starting. Ex: This winter was a bone-chilling one.
