To "start caring" about someone means to begin caring about them when you didn't care about them before. In this case, to "start caring" refers to someone in a relationship walking away and not worrying about what happens to the other person or not wanting to see them until they suddenly decide to care for the person again once it becomes convenient for them. Ex: I didn't really like her before but now I am starting to care for her. Ex: He only started caring about me again because he is lonely.
