"You say" is a sarcastic phrase that can be used to tease or prompt the subject to explain more about what was said; the listener does not think something is a good idea or he thinks it's a stupid idea, but wants to hear more from the subject. It also can be used to sarcastically speak in more of an old or "proper" type of way, but it's more of an exclamation. It's not commonly used outside of a humorous or comedic way. BMO does not say "said" because he is sort of teasing Finn with the phrase "you say." A: I think I'm going to have a cup of tea. B: A cup of tea you say! A: Mom, I want a puppy. B: A puppy, you say? A: The internet has been causing me problems all day! B: Internet problems you say?
