Not necessarily. Costumes vary by appearance and according to occasion or purpose, so a mask may or may not be part of the costume itself. Thus, the act of wearing a costume does not necessarily mean that a mask will be put on as well. In the case of the video, it does. Ex: I usually don't wear a costume on Halloween. I feel embarrassed to. Ex: My work is having a costume party for Halloween. I'm going to dress up as Shrek.
