"[Something] it is" is an informal expression used to indicate a decision or choice has been made. In this video, Sheldon is asking his friends how he should react to the enterprise: neener-neener or haughty derision. After listening to their response, he decides on the second option, saying "haughty derision." You can use "[something] it is" when more than one choice has been suggested, and a decision has been made. Ex: A: Would you like coffee or tea? B: Tea, please. A; Tea it is. Ex: Are we gonna talk or are you going to continue to ignore me? Ignoring me it is.
