Why did she say "where" even she's talking about specific situation? It seems that "when" would make sense.

Great question. Sometimes we can use "when" and "where" fairly interchangeably and this is the case here. "Where" is being used to mean a place in time, rather than an actual location. So she means "a time in which" someone interrupts her and not a "place" Ex: We're living in a time where, more than ever, everyone has a voice. Ex: He found himself in a situation where he had to make a hard decision. Ex: I've been in a situation where I was terrified.
