"How come" and "why" are actually very similar and mean the same thing. They are pretty interchangeable to use. The difference between the two, however, is "how come" is considered more informal as a question in spoken English. Either is totally fine to use, and you will be understood by a native English speaker.

What does "animal control" mean?
"Animal control" is a noun that means the office or governmental department in charge of taking control of animals in specific situations, such as dangerous animals, animals that are lost or are strays, and abused animals.
