Native speaker’s answer

Rebecca

"Fluoride" is a mineral found in bones and teeth and also found naturally in soil and in some areas of water. It was previously thought that fluoride would help strengthen teeth and prevent tooth decay, and so fluoride is often put in toothpaste. However, this is not necessary. So "fluoride-free" in this case refers to the toothpaste not having any fluoride.
