"You tell me" is an informal expression that is rather sarcastic. It's a response used when someone asks a question with an obvious answer. For example, the officer asks if his fellow officer is okay - with the answer being that he is obviously not, as he's just been injured. "You don't say" is another similar expression. Ex: A: Omg, you're in the hospital? Are you okay? B: You tell me. I'm on a ventilator right now. Do I look okay? Ex: A: Wow, it's raining today! Looks like I should bring an umbrella. B: You don't say!
