Simply speaking, "international waters" (always referred to in the plural form) refers to the bodies of water (oceans, seas, etc.) that are not specifically governed, administered, or owned by a government. This means that anybody is free to travel in these areas or fish there (to a certain extent). Ex: It is difficult to prevent overfishing in international waters. Ex: Some international waters are contested between countries who each claim jurisdiction over these areas.
