The speaker says "they have a blame thrower" because he is making a play on words with the word "flamethrower". A "flamethrower" is a weapon that shoots out burning fuel. Therefore, he is comparing people who blame other people a lot to having a weapon like a "flamethrower", but instead of shooting out flames, it "blames" people.
