If someone does not hold back, it means that he is not stopping himself from doing what he wants to do. Nala is singing about how Simba isn't telling her something and is refraining from taking his rightful place of being king at Pride Rock. She doesn't understand why he won't become king and is also wondering what it is he isn't telling her. Here are some examples of it being used.
