"I'm sorry" here is used to express regret or sympathy. The boy's sister has used it to state that although she has sympathy for her brother, she wants to remind him that he is not the only one that has bad days. In this case, "I'm sorry" has been used before saying something which the other person might not want to hear. Ex: I'm sorry but you're not the only person going through a hard time right now. We all are. Ex: Excuse me. I'm sorry, but your tights have a rip in the back.
