Can I use "to learn" instead of "to learning"?

We use "to learn" when referring to something specific. But here "learning" is used because he is talking about the general act and not learning something specific. Because of that, it is better to use the gerund form "learning" rather than the infinitive "to learn". Ex: I want to learn Spanish. Ex: Studying is essential to learning.
