A "burner phone" is a cheap, disposable phone someone purchases with the intent of using it so they cannot be traced. Usually "burner phones" are flip-phones rather than touchscreen phones because they don't collect data, or collect less data, on the user. The speaker here purchased a "burner phone" because he wanted to report what was happening at his workplace to the Wall Street Journal, but wanted to stay anonymous.
