"Ask away" does mean something similar, but it's much more friendly and open. When someone says "ask away," they are saying that you can ask as many questions you want, about anything you want. Just saying "ask" feels much more restricted and less natural. Ex: Ask away! I'm an open book. Ex: Does anyone have any questions? Ask away.
