Why does the speaker use past progressive tense "was lying" here? I thought past tense "lied" is appropriate here.

The past progressive tense is often using when recounting particular past events, such as when narrating or reporting. The present perfect progressive tense (has/have been + ing verb) is also used commonly in these contexts as well. "Lied" could have been used here, but it only talks about that something has happened (started and ended) and nothing about the progression of the action. Ex: The student was reading a book when he suddenly got a phone call. Ex: The student had been reading a book when he suddenly got a phone call.
