Here, "borderline" is an adverb that means "almost" or "nearly!" It can also be an adjective that means not classifiable as one thing,= or its opposite, not what's expected or what meets the standard, or uncertain status. Ex: The show was borderline terrible, apart from a few good scenes. Ex: The borderline students needed to do projects for extra credits so they could pass. Ex: He's borderline diabetic, so he's reducing his sugar intake.
