Would it change the meaning of the sentence if I say "upcoming October" instead of "coming October?"

It wouldn't change the meaning no, but "upcoming [time]" is used much less than "coming [time]," so it might sound a little unnatural. I'd say "upcoming" sounds more natural when talking about events that are going to be taking place. Ex: This upcoming Tuesday, I have a report due. => a little more unnatural = This coming Tuesday, I have a report due. Ex: The band's upcoming live concerts are already sold out. => natural Ex: This coming Saturday, the band is having their first concert.
