"Overhead bins" are the compartments above airplane seats which are used to store luggage, backpacks, and other items. They are quite high up and can sometimes be hard to reach, so flight attendants often help passengers place their luggage in them. The use of "bins" here is more common in British English. In American English, it's more common to use "overhead compartment". Ex: If you don't board on time, there may not be any empty overhead bins. Ex: I am short, so I cannot reach the overhead bins.
