"Personnel" is a noun that refers to people who are part of an organization or organized plan or project, such as the military. "Personnel" is different from "personal!" I'd say they link in that they both have the root word "person" in them, but they don't mean the same thing. "Personal" means something that concerns one's private life or belongs to a particular person. Ex: We train new personnel when they arrive at the base. Ex: A personnel at the company gave the police a personal statement of the incident.
